Why cancellation has a lock
Deleting a Work Order with no record is the kind of hole the auditor finds first. That is why cancellation here passes through two hands.
The operator requests, does not delete.
The cancellation request requires a reason. The Work Order does not vanish on one person's click.
The supervisor confirms with a password.
Only after confirmation does the Work Order leave the flow. Two sets of eyes before any removal.

Requested by mistake? Until the supervisor confirms, the Work Order returns to the normal flow with no scar.
